What is the Personal Learning Budget?
In today’s fast-changing world, keeping your team skilled and motivated is essential. That’s why employers and unions have agreed, under the collective labour agreement (CLA), on a personal learning budget for every employee in the electrical retail sector.

How much are employees entitled to?
Every eligible employee receives €150 per year (or €12.50 per month).
Starting 1 January 2024, this increases to €175 per year (or €14.58 per month).
This amount includes VAT and is exempt from payroll tax. Budgets can be saved for up to three years.

How the process works:
- Your employee chooses a course via the sector’s training portal (developed with Springest)
- They submit a course request through the platform
- You (or their manager) receive an email to approve the request
- After approval, the training can begin and you’ll receive an invoice

STEP-BY-STEP GUIDE
How to use the Personal Learning Budget
Step 1: Explore and calculate
The employee visits Persoonlijkleerbudget.nl, reads the terms and conditions, and calculates the amount of his or her available learning budget.
Step 2: Choosing a course
Based on this, the employee makes a choice from the offer via the training portal (developed with Springest).
Step 3: Application for course
The employee selects a course or training program, creates an account (or logs in), and completes the application form for the relevant product. This form includes the manager/employer’s information for approval.
Step 4: Request for employer approval
The manager/employer will receive the application by email with a request for approval by logging in or creating an account.
Step 5: Employer approval
The manager/employer checks:
- the amount of the employee’s personal learning budget
- whether the requested training meets the requirements of the Personal Learning Budget
If approved: the employee receives an email confirmation with information about when they can start the training. The employer processes the application in their administration and receives the invoice for the training in due course.
Not approved? The employee receives an email explaining why the application was rejected.
